Why have no charges been brought?

By whom?  The Department of Justice? (haw! haw! haw!)

 

Charges are not brought by Congress, except maybe "Contempt of Congress".  Congress can impeach any official, which is effectively an indictment.

 

But Congress's first responsibility when faced with crimes committed by the Executive Branch, is investigation.  It is important to establish the facts.

 

But, not to disappoint you utterly, charges were brought on this offense -- in 1981.  Quoting from a subsequent appeal before the Third Circuit, Democratic National Committee, et al. v. Republican National Committee, et al., Ebony Malone, Intervenor, Republican National Committee, Appellant:

 

"In 1981 the Democratic National Committee filed suit against the RNC and the New Jersey Republican State Committee alleging that they violated the Fourteenth and Fifteenth Amendments, inter alia, which was resolved by a consent decree entered into in 1982 which provided that the RNC will refrain from undertaking any ballot security activities in polling places or elections districts where the racial or ethnic composition of such districts is a factor in the decision to conduct, or the actual conduct of, such activities there and where a purpose or significant effect of such activities is to deter qualified voters from voting; and the conduct of such activities disproportionately i[s] directed toward districts that have a substantial proportion of racial or ethnic populations shall be considered relevant evidence of the existence of such a factor and purpose."

 

For the benefit of those unfamiliar with the term, a "consent decree" is (Wikipedia):

 

"A consent decree is a judicial decree expressing a voluntary agreement between parties to a suit, especially an agreement by a defendant to cease activities alleged by the government to be illegal in return for an end to the charges."

 

In other words, the RNC loves to do this to black voters, has done so repeatedly in the past, got caught in 1980, and agreed to stop because that was a way to get the DNC to drop the suit.  The "decree" part is that the judge certifies the agreement giving it the force of the bench.

 

Could it be that you guys and your conspiracy theories are .....oh, I don't know.......NUTS?
